An Australian skills assessment is required so you, the migrant, can apply for a visa to Australia. The skills assessment is the way Australian Immigration can confirm that you are the occupation you are applying as, and have the relevant skills to match the Australian guidelines.
The EOI is the means of getting your details into the Government website; basically converting you into a number the Government system will recognise.
You cannot submit an EOI until you have a positive skills assessment and can generate enough points to meet the Subclass you wish to apply for.
